Storage obligations

David Vorick requested to merge storage-obligations into renter-host-upgrades

The host now manages storage obligations, hopefully in a way that is correct.

I have some very minimal testing that suggests it mostly works. I suspect that there are some fairly significant bugs, because the testing is minimal, but I wanted to get everything out there so we could start on the negotiation code and begin fixing the api tests.
