test pylib ntpc: Add Python checks for most HMACs and CMACs...
with (in)convenience function to dump name, wanted results, and actual results. Add pyshebang to be executable outside of waf. Rename both test_nul_trunc functions so as not to collide. Add octets2hexstr(), which is probably not applicable elsewhere.
