ntpq: Make packet columns of collect_display2 be like collect_display.

I left the collect_display2 function of ntpq with inconsistent formatting of the packet frequency column. This changes the rate measure and units of the latter measure to be "%dp/s" or "%ds/p" by if events or duration had the bigger number.
