Moving info about registry.nersc.gov off on Shifter page and into its own page

Removing info about migrating from registry.services since this service is now retired

  • doesn't duplicate existing content
  • spell check
  • renders correctly
  • does not include any identifiable information (real usernames, project names, etc)
