Initial doc page for POD

This MR adds a doc page for POD. I guess the best would be to actually integrate into the PM architecture page. I couldn't make up my mind though how to do it and I feel the architecture page needs an overhaul anyway. So this will do in the interim I hope.

Submitters and reviewers please make sure

  • internal links are relative and to the .md file
  • avoid links named "here"
  • alt-text for images is descriptive
  • doesn't duplicate existing content
  • spell check
  • renders correctly
  • does not include any identifiable information (real usernames, project names, etc)
