add openmp page for perlmutter. Extract section from Perlmutter Readiness page

@helenhe @wyang please review this. This will be one of several PRs coming to relocate content for Perlmutter Readiness page !1475 (closed)

Right now I am just copying the content over we can make some changes here but I expect someone else more knowledgeable for OpenMP to maintain this page.
