Refactor QOS/queue policy page

• replace numbered footnotes with named footnotes
• add description of regular queue
• add links to more information: checkpoint/restart, examples, interactive
• Shuffle ordering for better grouping
• Many small copy edits and markdownlint checks
• move wait time to overview page Q&A section
• minor formatting tweak to interactive jobs page
