updates to remove UCX, update instructions for several use-cases

  • Removes now outdated UCX examples and utilities
  • Removes Dockerfile and points to NERSC image repo to try to reduce maintenance burden
  • README tries to guide the users in how to use the resources in this updated repo
  • Replaces with some example notebooks to demonstrate both CPU and GPU clusters
  • Adds some utility scripts to help users launch clusters using the Python module, a custom conda env, and a Shifter container
