WFA update

Two fixes for libwfa as discussed with @Jellby and some addition of functionality:

• Fix memory leak

• Fix print-out of att/det eigenvalues

• Transition quadrupole moments

• LOC value

• Adjust reference file for new values

• Documentation updated or not needed.

• Test created or not needed.

• Attribution in source files and CONTRIBUTORS.md updated if necessary.
