LineageOS 20 - Applications installed on Adoptable Storage cannot access network at reboot
Expected Behavior
Application installed on Adoptable Storage should maintain connectivity after the device has been rebooted
Current Behavior
Application installed on Adoptable Storage are not able to connect after the device has been rebooted. In order to regain connectivity to the apps, it is necessary to App Info - Mobile Data and Wi-Fi and flip any of the controls such as Unrestricted data usage. This behaviour shows in two devices I own running LOS 20: a Xiaomi Mi 10t Lite 5g (gauguin), for which I am opening this bug and a Samsung Galaxy Tab S6 Lite (gta4xl). This behaviour shows with different versions of Google Apps. This behaviour was not observed on LineageOS 19.1.
Steps to Reproduce
Format a SDCard as Adoptable Storage, and install from Google Play Store any app whose manifest allows it to be installed in such storage. For example: VLC, AIMP, Telegram. Reboot the device twice and at the reboot the app won't be able to connect until the Mobile Data and Wi-Fi control has been touched again.
