Visual Voicemail: Can't activate visual voicemail
Expected Behavior
Visual Voicemail tab in Phone app should activate VVM & retrieve voicemail.
Current Behavior
I updated from lineage-19.1-20221215-nightly-sunfish-signed.zip to lineage-20.0-20230105-nightly-sunfish-signed.zip. I used the instructions found here.https://wiki.lineageos.org/devices/sunfish/upgrade I do not have GApps, Magisk, or a custom kernel.
I used this command, started at boot animation, to capture attached logcat file: "adb logcat -v long > VVMerror.logcat"
After updating from LOS19 to LOS 20, the VVM tab in the phone app shows "Can't activate visual voicemail". VVM was working before the update to LOS20.
Mobile data, SMS, and MMS are working as expected.
Possible Solution
I noticed this in the attached logcat: [ 01-07 13:20:03.872 2972: 3653 I/Dialer ] VvmActivationTask - Subscriber not ready but provisioning is not supported

Steps to Reproduce
Boot phone to system. Open Phone app. Click on Visual Voicemail tab.
