fetch-and-launch.yml: Add results callback

Katie Worton requested to merge Linaro/lkft/users/katie.worton/retrigger-pipeline:update_regbot_callback into main 
Add a callback from SQUAD to the retrigger pipeline which will be used
to launch the gathering of retriggered test results.

Uses the register-callback.sh script from the `common` repo to register
a callback from SQUAD to the retrigger pipeline.

This will later be used to launch the reading of results from SQUAD by
the retrigger pipeline.
