Draft: Urgent documentation updates

In GitLab, the project description contains a link to the Cassini documentation, however UI changes made this less prominent than the contents of README.md.

README.md does not link to the Cassini documentation - it just contains instructions on how to build the documentation

Move the instructions on how to build the documentation to the developer guide. Replace those instructions in README.md with a link to the actual Cassini documentation on Read the Docs.

Finally, as this was being reviewed, it was noticed that there are inconsistencies between the various python versions used to build the documentation. Align all the python versions to the default for Ubuntu 22.04 as there is no reason that can't be used.
