ci: Use utility docker container image to upload test logs
requested to merge vikas.katariya1/meta-cassini:topics/AMPLATFORMS-3973-scarthgap-dev into scarthgap-dev
jfrog-cli is part of the test image for Cassini, since it is only used
for uploading results in the CI, it would be better to use the latest
version installed in the utlity docker container image.
Therefore avoiding maintainence of this recipe in the Cassini-dev image.
