Update to Siemens kas 3.3

Siemens kas 3.3 has been released and has now been adopted by meta-arm.

  • Update kas usage in CI
  • Update kas to file format 14
  • Replace refspec: with branch:
  • Disable headercheck as it is not recognizing Linaro copyright statements
  • Remove Arm copyright from "Licence" section of contribution guide

This isn't urgent. We don't directly use the kas files from meta-arm so this is more for downstream developer convenience. Will defer until after Cassini 1.0
