Track upstream `scarthgap` release for KV-260

scarthgap-dev will track scarthgap upstream instead of master, however, a scarthgap branch does not yet exist on meta-ts

Remove the dynamic pinning used with main

Whiles scarthgap branch on meta-ts does not exist, pin meta-ts at it's current head (which is where the scarthgap branch should be created)
