meta-cassini-config: Add kas menu configuration file

Drew Reed requested to merge dreedarm/meta-cassini:topics/OSSEMBEDA-2817-main into main

To make it easier to build cassini and run the fvp's we enable the use of the kas menu plugin so developers can choose available/relevant build option in a menu system.
