Draft: Add build job for Greengrass Parsec plugin

Adds an Amazon Coretto image and uses it to build the Greengrass Parsec plugin.

The build job is manual until the jars are added to the image

All built jars are exposed as artifacts.

The jars are compiled against Nucleus 2.9.0 snapshot so should be compatible with either 2.9.5 (IDT) or 2.9.6 (Yocto default version)
