Draft: [RFC] cassini-[ci,config]: Pin SHAs of external repositories for KV260

KV260 build depends on meta-ts as a bsp layer, and meta-ledge-secure to provide the kernel. Both layers are not tracking latest main branches of external repos. Instead, the build environment is based on fixed commit SHAs found in the TRS manifest. This causes frequent failures in KV260 build jobs, so this change derives the used commits from the TRS manifest to be compatible with meta-ts and meta-ledge-secure.
