Draft: Fixing changelog for v1.1.0 (MR191)

This MR exists to generate the changelog for !191 (merged) - it will not be merged

This takes the same commits as !196 (closed), but:

• instead of altering the release branch, we change rules so that changelog-fix runs always.
• we also cherry-pick the changelog from Cassini v1.1.0 RC2 (3c6f011c)

This lets us run changelog-fix to correct the existing changelog

The corrected changelog will be used by !191 (merged) - the other commits will be discarded
