ci: Remove part of n1sdp recovery image location path

The beginning of the location path to the N1SDP board recovery images has changed so we now include it in the GitLab variable definition rather than in the lava job definition directly.
Ensure that when the use of a local.conf file is requested in the kas menu the actual local.conf file is included within the set of files kas uses so that we can specify things like local sstate caches and mirrors if required.
