Add top-level overview of Cassini CI

  • GitLab stages, pipelines, and templates
  • Monitoring Code quality by tools like CodeClimate and Danger-bot

Note: There is a code quality warning for fixme mentioned in the documentation, this is the describing the Code CLimate plugin
