Fix duplicate entries in the changelog

Adam Johnston requested to merge adam.johnston2/meta-cassini:topics/AMPLATFORMS-3532 into nanbield-dev

Add a job to remove the duplicate changelog entries and any empty sections. If the changelog is updated, the new content is pushed to the source branch.

These changes are tested using !196 (closed)
