ci: Fix Optee-xtest run issue on N1SDP

Optee-xtest is failing on N1SDP with TEEC_ERROR_OUT_OF_MEMORY if run after k3s tests. This workaround is to run the xtests before k3s tests to solve the memory exhaustion issue.
