Post Cassini 1.0.0 maintenance

Adam Johnston requested to merge adam.johnston2/meta-cassini:topics/CAS-50 into mickledore-dev

Please review this MR carefully to make sure it sets up release automation and development correctly for the next release

Note that this will accumulate release notes in the documentation.

Cherry pick release changes (branch, release notes etc) from mickledore back to mickledore-dev CASSINI_VERSION bumps to 1.0.0 but DISTRO_VERSION should remain unstable

After these change are merged to main, main should be revert to tracking upstream master
