feat: add consistify linter

feat/add-consistify-linter into main
  • Lint job enable by default in LFP wide GitLab CI yaml configuration
  • Will not run without setting CONSISTIFY to non empty value (CI pipeline variable file type yaml format)
  • For example CONSISTIFY yaml configuration see consistify-file-follower/documentation/examples
