feat: Implement web ui

Continued implementation of https://gitlab.com/LibreFoodPantry/modules/visitmodule-tp/updateguest/Plan/-/issues/26

Changes:

• Splits application into multiple Angular components
• Adds a toolbar with WSU logo and service name
• Implements UI for overall application and different update information sections
