docs: add questions for BNM

Goal of the task is to create questions for the BNM system in order to get the requirements pulled out of the current process and goals for the market. Added questions for helping define the future of BNM as we cannot as students have it changed often. As we do not see the project completely through. Defined questions that should help future teams.
