Tblist ec go extraction

Added code to the mtbsystemsportal product-ec-go-counts shell scripts that also counts the number of Ec numbers and go terms tuberculist has for all the genes in tuberculist and for the mannotated set of products not found in uniprot. Also add the tsv files needed to produce these counts, and the python script used to generate these tsv files, which takes 38 minutes to run for all 4,038 genes, so I would not suggest running the python script unless you need to double check a gene's EC or go annotation
