Climate Explorer: collected fixes

Collected small fixes, and:

Move KNMI14 data to climexp_data repository. This is a companion update to a commit in climexp_data, where four of the files are checked in. The other data files are moved to the data disk.

Getargs.cgi: avoid use of "../" in parameters that might be used to create a file name. This avoids known 'attacks' on getting information about system files and reading (the first line of) user-readable system file.
