Remove notif start soon space logic from backend

Isabelle Lafont requested to merge il/fix/802-remove-create-notif-from-spaces into develop

Only commenting it as we do not want to send notifications to everyone for now but we do have to rethink all the notifications logic so might need of this notifs later.
