Update NixOS base to 23.11

Update the NixPkgs & NixOS base to version 23.11

This PR tries updating all systems found within the Flake to 23.11.

Minor adjustments to the package names were necessary for this update. Additionally, it's now forced to make the switch over from HIP to CLR for my AMDGPU.nix system. Following thorough testing using my Nexus system, I can confidently affirm that the transition to the new base was successful. You can also validate the integrity via running nix flake check.

Should possibly also address issue !1 (merged) due to the changes to MESA.
