Document !DAMPING keyword (element-wise Rayleigh damping)

Add keyword reference pages (ja/en) for the new !DAMPING card that specifies material-level Rayleigh damping coefficients RM and RK. Also add a short note in the theory chapter for implicit dynamic analysis pointing to the new keyword.
