allocation/release fixes aimed at INTRNG (ARM[64]/RISC-V)

Issues which have been found via reviewing allocation/release of events and INTRNG. With this I believe releasing INTRNG interrupts will actually work. Presently these aren't used much, but as someone who wants things to work before submitting something which relies on these working.
