cmake's FindPython.cmake always returns the highest found Python version,
although the default version is needed here, since only for this usually
further tools like SIP etc. are installed.

Passing the path of the default version to Python_EXECUTABLE causes the
cmake configuration to use it.

makesum calls make fetch and passes MASTER_SITES, so the dev warning
about it is triggered by the value USE_GITLAB computes. Avoid this by
disabling the warning in make fetch when NO_CHECKSUM and DISABLE_SIZE
are set.

Also remove the post-install script checking for FreeBSD versions with
unpatched pam_exec.so. 13.0 and 13.1 were affected, 13.0 is long since
EOL, 13.1 will be EOL in a few days and the issue was already fixed in
-p1.

Link the threading library after libgpg-error (and libgcrypt, which also
links to libgpg-error) so the threading library is initialised before
libgpg-error.  The initialisation function of libgpg-error calls gettext
functions that call threading functions (mutex locking).
