Add MICROHTTPD option to support httpd access to the KDC. This option is
not enabled by default since this adds another vector of compromise.

Remove libmicrohttpd support. If installed it will automatically detect
and build the necessary binaries to support a microhttpd KDC server.
It is felt that a KDC with httpd support is another vector of concern.

While Expat dependency was hardcoded, xxHash was not and could
be silently picked up, resulting in the unregistered dependency.
Allow users to explicitly disable both if desired.  Remove DEBUG
option (correct way to build debug packages is -DWITH_DEBUG) and
adjust a couple of option descriptions.

- Reorder variables in Makefile

- Pass MAINTAINERSHIP to submitter

In addition to that:
- Mark NO_ARCH
- Change to USE_PYTHON=nose framework
- Disable do-test as release artifact do not provide tests directory

During the release process, the Smokeping team updates
the version number displayed in the webUI in the archive
files but never report this update on the git repo.
Instead of trying to fix this issue in the port, we move
back to static archives.

Apart from version no difference was found on the code.

Since I'm here, improve the port itself to make linters
happy.
