First draft of the Contributor Guide for the Membership Portal

An initial draft of the Contributor Guide for the Membership Portal, covering the Code of Conduct, getting started with each of the repositories, and style. Obviously there are many more details that need to be added to make this complete, but I wanted to get this out so that we can add to it incrementally.
