Merge attend-hotfix into master (Critical bugfix)

This literally just adds an upper bound to the date range check for the meeting associated with a survey in root.py. This should've been done a couple weeks ago but I was too lazy.

Fixes a long-lasting critical bug that we only just recently discovered, which gave an error about no active meeting.
