Mailinglist signup disable

Changes mailistlist.xhtml to show a warning that the mailing list is currently borked. Also disables functionality of adding yourself to the mailing list. Note that other links on the page haven't been modified, so this change is the bare minimum in terms of telling users what's going on.

I may continue work on this same branch to disable the APIs and modify the page further, so please don't delete the branch.
