Update project to buildstream 2 and bazel_file

  1. Modernises buildstream files
  2. Adds CI utilizing the publicly readable FDSDK cache
  3. Updates from bazel_source plugin to (not yet merged see mr) bazel_file plugin.
  4. Builds an both a WORKSPACE and MODULE.bzl example.
  5. Uprevs the version of bazel we build from v1.1.0 to v7.3.1
