Document/blog about CentOS Stream in WSL

As mentioned in https://git.centos.org/centos/board/issue/80, users would like to be able to consume CentOS Stream in WSL. The AltImages SIG may produce a tarball that users can import into WSL themselves. That is tracked here: https://pagure.io/centos-sig-alt-images/sig/issue/7

This issue is to track the creation of a blog post or other documentation to inform users on how they can use a tarball (either from AltImages or created themselves) to use CentOS Stream in WSL.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
