arm64: dts: enable pcie3a and 32bit perf non-perf mem region for sc8280xp
This enables the PCIe switch support on the QDrive3. Note that the first patch breaks support for the second SoC. The second patch in this series works around the issue by adding another toplevel DTS file that disables PCIe completely and is meant to be ran on the second SoC for the time being.
