Mask systemd-hwdb-update.service and ldconfig.service

Alexander Larsson requested to merge alexlarsson/sample-images:drop-some-services into main

These are generally not needed in image-like deployments, because we want all changes to come from the image, not changes at runtime.

systemd-hwdb-updates.service in particular blocks systemd-udev.service which in turn blocks a lot of core services, and it sometimes takes up to 500 msec.
