Unable to Receive MMS After Android 11 Update

Hello!

I just rebooted my phone (pixel 2) with the android 11 update, and I am no longer able to receive MMS messages. This includes images and group messages. I can send and receive SMS and send images via MMS as before. The issue persists after restarting, toggling airplane mode a few times, and resetting Wi-Fi, mobile, and Bluetooth. I am unable to edit APN settings for the mobile network. Carrier is Page Plus, a Verizon MVNO.

The same thing happened when GrapheneOS updated to android 11 earlier this year. I think it is related to issue #199 (closed); the grapheneOS issue linked there is the closest I got to understanding what the root cause was.
