Visible APN Support

Visible service does not work at all. This same issue was reported and fixed by GrapheneOS as detailed here: https://github.com/GrapheneOS/os_issue_tracker/issues/153. I believe the solution was to add Visible APNs to frameworks/base/core/res/res/xml/apns.xml. I am currently running GrapheneOS and can confirm the solution works. Thanks!
