Allow viewing Helplines without a SIM card

Brief description of the feature
Allow helplines to be seen without a SIM.
Currently, helpline numbers (Dialer > 3-dot menu > Helplines) are not shown if a SIM card is not present, and the user is told to insert a SIM card. Some users never insert a SIM card in their device. Maybe they use a VoIP service.
Either way, some helplines have websites associated with them - after all, we have a feature to open the sites in Tor Browser. Accessing a website doesn't require a SIM.
A couple thoughts on implementing this, if we did:
- Associate helplines with countryIso in addition to, or instead of, network number. The Dialer app already has methods for determining the current country. These could be reused. But unless there is some other way to get a mapping (same issue as below), we may need to modify
vendor/calyx/prebuilt/sensitive_pn.xml
to include countryIso, and then associate it when parsing. - Show a list of countries and let the user choose (but could we even get the country name from the network number? what would we show the user).
