Add support for Corsair Commander Core / Elite Capellix

This adds support for the Corsair Commander Core and Elite Capellix AIOs that go with them. Due to limitations to how the controller handles mixed rgb fans, I am using a work around to allow software control of mixed fans, but by doing so it makes hardware modes work incorrectly. Because of that, I've chosen to just remove the hardware modes completely.

I am marking this a WIP as I've only tested the 8 LED ML fan (included with the Elite Capellix AIO) and QL fan. The other fan models need user testing.
