#1094 - Add support for Riing Quad Fan Controller Hub

This device appears to be a direct mode only device

Code was adapted from the ThermaltakeRiingController and adapted to suit. More optimisation could be done to potentially improve the FPS assuming OpenRGB is the bottleneck and not the HW itself.
