Add support for MSI X870E CARBON WIFI RGB Headers

Based on draft MR at !3067. I extracted the changes related to MSI X870E CARBON WIFI and created this new clean MR. All credits go to the original author (@mikeeq).

Partially addresses #4359 as this MR only enables support for the RGB headers, but not the on-board RGB dragon display.

Personally tested on my own board and confirmed it detects the 4x RGB headers and I can control my CPU cooler RGB which is connected to one of those headers.
