Support for MSI MEG X399 CREATION via MSI Mystic Light 162-byte Controller

Initial commit for supporting for MSI MEG X399 CREATION via MSI Mystic Light 162-byte Controller.

Tested operational for multiple months on Windows 10 21H2 LTSC (OpenRGB 0.9), and Windows 11 24H2 LTSC (OpenRGB 1.0rc1 and rc2).
